Job Description

The Mental Health Specialist is one of the team members of the Community Wellness Development Team (CWDT) under the Approaches to Community Wellbeing.  The Mental Health Specialist works alongside the CWDT Facilitator and Addiction Specialist, and liaises with other areas of the Approaches to Community Wellbeing to support mental wellbeing.  
The Mental Health Specialist provides support as part of a regional initiative to help First Nation communities prepare, plan, develop and implement their own community-driven treatment programs/approaches to address prescription drug abuse (i.e. opioids) and underlying mental health issues that influence substance abuse and addiction.  
Communities who want to develop a treatment program (e.g. Suboxone, Aftercare, In-Patient etc.) can call on the Specialist(s) as a resource for ongoing support and consultation during all stages of program development and capacity building.  Specialists travel to communities and work alongside project teams to assess the scope of prescription drug abuse, devise action plans, and guide the development of funding proposals, program design, program implementation, and evaluation.  Specialists also provide education and training to project staff and treatment teams.  

Qualifications:

•  Graduate level education in social work, counselling psychology, nursing, occupational therapy or a related profession
•  Minimum of 5 years of direct service in the mental health field
•  Demonstrated clinical skill in mental health examination and intervention
•  Knowledgeable about a range of topics related to mental health, and ability to apply adult learning principles to effectively educate
•  Experience working with clients with concurrent disorders; understanding the link between substance abuse and mental health and working knowledge of appropriate interventions
•  Knowledgeable of the principle issues affecting mental health and substance abuse among First Nations people; and ability to incorporate culture-specific approaches in programming
•  Skilled in clinical assessments and program development
•  Must be familiar with the management of opioid addiction through use of Suboxone, from induction through to stabilization and then maintenance
•  Must have excellent engagement and leadership skills to facilitate group dialogue
•  Excellent computer, written, communication, presentation and assessment skills
•  Exceptional planning, organizational, problem solving and decision making skills
•  Understanding different types of addiction services (e.g. Suboxone, residential)
•  Ability to develop and maintain respectful, cooperative working relationships with First Nations people, communities, service workers and health care providers
•  Experience working in First Nations communities and ability to communicate in one of the First Nations dialects of the Sioux Lookout Zone is an asset
•  Professional integrity and the ability to maintain confidentiality is essential
•  Travel is required

Responsibilities:

•  Conduct community assessments (i.e. demographics, a perspective on the scope of prescription drug abuse, community history, health/social indicators, existing resources/strengths, gaps, extent of coexisting mental health issues) followed by completion of thorough written reports with recommendations
•  Help communities prioritize needs and come up with realistic strategies to address concurrent disorders
•  Act as a mental health expert resource for communities to consult with while developing community-based programs or expanding on existing services
•  Assist with the development of project proposals, program design, implementation, and development of program evaluations
•  Act as a liaison with other organizations and resources who may contribute to programs, and collaborate with other CWDTs
•  Coordinate and deliver educational workshops/training on various mental health conditions; prevention and treatment modalities, comorbid drug abuse and mental illness, and all other matters related to mental health
•  Support and increase awareness of the Regional Wellness Response Program’s other services, and partake in outreach activities or working groups as necessary;
•  Maintain statistics and prepare reports as required
•  Identify learning needs and develop education modules to deliver by teleconference, videoconference, and online
•  Support other program areas and staff of Approaches to Community Wellbeing to provide seamless integration of mental wellbeing throughout initiatives.
